It's 4 a.m. Sunday, and for the past seven hours the unrelenting, repetitive, bass beat of techno music has permeated my neighbourhood, seeped into my house and pounded inside my skull.

This constant noise is emanating from an all-night rave. Is this rave being held in an isolated, industrial area? No, it's at 75th Street south of Argyll, just a few blocks from a residential area. Why haven't the police shut down this rave, or at least demanded the volume be lowered?

The police are unable to do this because astonishingly, city hall actually issued a permit for this rave. Yes, a permit for an all- night rave, a permit for disconcerting, headache-inducing, throbbing sounds to flood the neighbourhood until the sun rises.

I wonder if those at city hall who approved this event are getting a good night's sleep. I know no one in my neighbourhood is.
